Which of your ncam versions supports this? 11.2?

So why is there no problem in oscam and it is not recognized only in ncam?

For version 11.6 if I add paid C line into ncam.fs does it need to have reader for same line in ncam.server?

No. If you put the c-line in ncam.fs it is not necessary to put it in ncam.server, because in this case ncam.fs works as if it were Cccam.cfg.
