i had the same problem with my dm900 clone box.the red light was constant on, i have tried every method but no luck.the problem was solved by using "OptiFlasher Pro [DMips EDition]" from yassinov .i had the keys for the opti flasher from yassinov.
i follow all the steps by using the keys for opti flasher pro,then my box come back live and red light went off since then its working fine .yassinov is very helpful person. i hope this might help you.
Just today the same thing is happening to me, solid red light and ethernet port light on.
This tells me putty
The Ethernet light is on along with the red light on the front panel

Is this something that can be fixed? Doesn't it mean that some HW component is damaged?

Via the service port (usb), if the box is alive, you should be able to have access to the console of the box.

The good news is that the CPU is still doing something, so it's not fried,... but it could be some "soldering balls" below of it, or chips...

No, it's managed by the software in the firmware... and as the firmware doesn't load, it doesn't start.

Dreambox 900 has 2 identical boots . In first boot it verifies the motherboard/hardware and in 2nd boot it operates the enigma . Now it should be clear to you why its saying in putty " 2nd boot fail". Its not a hardware issue its just due to its corrupt enigma.
You dont need to attach /install fan etc to push it to load .
Try.
. Press ctrl_C during boot and see
. Remove all sat/hdmi cables and then try to boot
. Remove front panel and power on the box , Connect hdmi cable and see if it show something over LED tv .
. Try usb boot to recover box .

If I hold down CTRL+C in the console before turning on the decoder and it doesn't go into bolt mode it stays here
